Mystery at the Mount
The Council-Wide Boy Scout Camporee

May 21-23, 2004
Blue Mountain Reservation, Peekskill

This is a council wide activity for Boy Scout Troops to be held at Blue Mountain Reservation in Peekskill, N.Y. on May 21st through May 23rd, 2004. Advance registration is required.

Come join the 1000 Boy Scouts within the Council for a spectacular weekend tenting. Our program includes a mystery who done it, traversing a stream, repelling from cliffs, archery, canoeing, and initiative games. All five branches of the military will be present along with the FBI, State Police, County Sheriffs Department, Homeland Security, Red Cross and Fire Departments. We will also have a Merit Badge Midway and several other informational display areas.

Patrols will camp jamboree style with their Troop. Space is limited and open fires are discouraged. For logistic purposes, stoves and maximum tent occupancy are recommended. Parking will be within 200 yards of the campsite. For time management purposes simplistic patrol meals should be encouraged.

The Program Trail will consist of four Action Centers that the patrols rotate through every 90 minutes with 15 minutes allocated for travel time. As participants will be out of their campsite from 8:00AM until 4:00PM each Patrol will be required to bring their own non-cook trail lunch and snacks for the day. 

CAMPOREE

ADVANCED REGISTRATION:

Required! In order to ensure adequate program materials please complete the attached form and send it to Council prior to April 30, 2004.

 COSTS:

The individual cost per participant is $12.00. This includes all program materials and a patch.

 DEPOSITS:

A $20.00 REFUNDABLE DEPOSIT per Patrol, including the Adult Patrol is required with registration prior to April 30, 2004.

 PERMISSION SLIPS & MEDICALS:

Scoutmasters must maintain these in troop file.

 FIELD REGISTRATION:

One adult from each troop will complete the Field Registration; obtain final information packages and campsite assignments.

 PATROL CAMPSITE OPERATION:

Each patrol camping unit will set up its own site consisting of tents, tarp, water supply, garbage bag and kitchen/cooking area. Each patrol site should also have a Patrol Flag or sign and patrol first aid kit.

 LEADERS MEETING:

One representative from each camping unit will attend a briefing at the Trail Lodge from 10:OOPM to 10:30PM.

FIRST FRIDAY CALL

All youth participants should be in their campsite and getting ready for bed.

 FRIDAY TAPS:

 GENERAL INFORMATION

All youth participants should be in their bunks ‑ lights out and quiet.

SATURDAY REVEILLE:

All participants should be quiet until Reveille sounds at 6:OOAM. Thereafter everyone should be up, preparing breakfast and getting ready for the program trail.

 UNIFORMS:

Class B Uniforms are encouraged on the Program Trail with Class A Uniforms for the Saturday evening assembly, Religious Services and Campfire.

 SATURDAY AM ASSEMBLY:

All Patrol units participating in – the Program Trail shall assemble at the Parade Ground where the Flag Pole is located prior to 8:OOAM. They should be in uniform and have their patrol field lunch as well as all personal and patrol equipment required for the day.

 SATURDAY INSPECTION # I

A campsite inspection will be conducted by the Commissioners Staff between IOAM and 3PM while participants are on the Program Trail. Individual ribbons will be left based on inspection results.

 SATURDAY PROGRAM TRAIL:

The Program Trail will consist of four Action Centers that the patrols rotate through every 90 minutes with 15 minutes allocated for travel time. Patrols will be required to carry their own non‑cook trail lunch and snacks for the day as well as personal and required patrol equipment.

WIDE GAME:

Throughout the Program Trail your Patrol will gather information required to solve the mysterious death of a prominent individual. Your Patrol will need to determine where, when, why, how and by whom our prominent individual met his demise. Upon solving the mystery, each group is to go to HQ where they will be asked to advise the Council Police Chief with the solution to the mystery in exchange for a bag of goodies to be shared with their team

DINNER:

Patrols have from 4:45PM to 6:45PM to prepare, cook and clean up Dinner.

INSPECTION #2

The Commissioner's Staff between 5PM and 6PM will conduct a second campsite inspection while participants are cooking dinner. Individual ribbons will be provided based on inspection results.

COUNCIL ASSEMBLY:

At 6:45PM Assemble will play on the PA system. All participants should assemble at the Parade Ground prior to 7:OOPM for announcements and a Retreat Flag Program. Participants should bring flashlights.

RELIGIOUS SERVICES:

Immediately after the Council Assembly religious services will be conducted. A Rabbi, Priest and Minister will conduct services.

CAMPFIRE SHOW:

Immediately after conclusion of religious services all participants should assemble at the Stage for our Council Spectacular. We will have a Rock & Roll band as well several other special events.

LEADERS MEETING:

One adult representative from each Troop needs to attend this meeting from 10:OOPM to 10:30PM.

All youth participants should be in their campsite and getting ready for bed.

TAPS:

All youth participants should be in their bunks ‑ lights out and quiet.

SUNDAY REVEILLE:

All participants should be quiet until Reveille sounds at 7:OOAM. Thereafter everyone should be up, preparing Breakfast and breaking camp.

 INSPECTION #3:

Commissioners will conduct final campsite inspection on Sunday morning between 8:30AM and 9:30AM. Once your group has completely broken camp you must send a patrol member to the HQ and request an inspection. Final Participation Ribbon and Camporee Patches will be provided upon conclusion of this inspection. No equipment should be loaded into vehicles until this inspection has been completed.

 CLOSING ASSEMBLY:

At 9:30AM Assemble will play on the PA system. All participants should assemble at the Parade Ground prior to 9:45AM for a final Flag and Closing Ceremony

 

                   PROGRAM TRAIL

The Program Trail will consist of four Action Centers that the patrols rotate through every 90 minutes with 15 minutes allocated for travel time. As participants will be out of their campsite from 8:OOAM until 4:OOPM each Patrol will be required to bring their own non‑cook trail lunch.

ACTION CENTER A

• ARCHERY:

This area will be a standard Archery Range where each participant will have an opportunity to shoot arrows at targets.

• MILITARY SERVICES MIDWAY:

This area will have several substations all related to "Being Prepared to Protect our Way of Life". We will ask the Army, Navy, Marines, Air Force, Coast Guard and other related organizations to participate in this midway with display tables. We will also ask for a recurring 5‑minute talk/lecture every 15 minutes on the current international threats to our way of life and why the military is needed.

 • EMERGENCY SERVICES MIDWAY:

This area will have several substations all related to "Being Prepared for Emergencies". We will ask the Red Cross; several Fire Departments; the NY State Police; the County Police and other related organizations to participate in this midway.

 • ADVANCEMENT MIDWAY:

This area will profile 20 to 30 Merit Badges. Each participant will enter the area and be given a form where he will write down the names of at least (5) five Merit Badges that he might be interested in earning. Upon conclusion the Patrol Leader will collect all of completed forms and give them to the Midway coordinator who will return them to the Troop along with a District Merit Badge Counselor Listing at the evening meeting.

 ACTION CENTER B

 • INITIATIVE GAMES:

This station will consist of several COPE Low Course initiative games such as Willows Circle and the Tangled Knot.

  SCOUTCRAFT RELAYS:

At this station area, each patrol will compete in relay race competitions on scout craft. A minimum of 10 competitions each with ten questions will be set up. Knots, First Aid, Nature, Compass, Scouting Knowledge, Camping, Map Symbols, Citizenship.

 ACTION CENTER C

 CANOING:

After orientation, each participant will canoe through a specific course.

 FLY CASTING:

After orientation, participants will have an opportunity to test their fly-casting ability.

 ROW BOATING

After an orientation course each patrol will have the opportunity to row a boat through a specified course for time and accuracy.

 SCOUTING IS OUTING MIDWAY:

This area will have several display tables for the promotion of Scout related information and activities. Some of display areas will be Clear Lake; Durland; Camp Read; Summit Base; Philmont; 2005 Jamboree; and OA.

 ACTION CENTER D

 RAPPELLING:

Participants will learn how to rappel safely and have a chance to put their new skills to the test. The Station Coordinator will give a briefing and assign a rappelling point to each Patrol. NO ONE HAS TO RAPPELL!

 TRAVERSE:

This area will consist of a traverse across a stream. At least one member of each patrol will have to cross a stream using a rope traverse all patrol members may attempt the traverse

Route 684 Exit at Route 35. Take Route 35 West connecting with Route 202 to Route 9 (South). Exit at Welcher Avenue make a left; continue straight for 3 blocks to Park entrance.

FROM SOUTH:

Take the Bronx River Parkway North to the Taconic Parkway (North). Exit at Briarcliff/Rt 9A. Route 9A merges with Route 9. Exit at Welcher Avenue and make a right; continue straight for 3 blocks to Park entrance

FROM EAST:

Route 287 (West) take Exit 3 to the Sprain Brook Parkway (North). Exit a Briarcliff/Rt 9A. Route 9A merges with Route 9. Exit at Welcher Avenue and make a right; continue straight for 3 blocks to Park entrance.
